UAE Weighs Role In Gaza Reconstruction Amid Unmet Preconditions

The United Arab Emirates (UAE) has been engaged in discussions with Israel and the United States regarding its potential role in postwar Gaza reconstruction, but its involvement hinges on certain conditions that have yet to be fulfilled, a UAE official told CNN.

Israeli Prime Minister Benjamin Netanyahu has highlighted the UAE, Saudi Arabia, and other nations as potential partners to help manage Gaza after the conflict. However, the UAE previously stated it would not participate in any plan that would provide cover for an ongoing Israeli presence in the Gaza Strip.

“While there have been many informal discussions, the parties involved have not met the UAE’s preconditions for participating in any postwar efforts in Gaza,” the UAE official said on Tuesday.

The official’s comments came in response to a Reuters report indicating that behind-the-scenes talks between the UAE, Israel, and the US included the possibility of the UAE, alongside the US and other nations, temporarily overseeing governance, security, and reconstruction in Gaza after the war.

According to the UAE official, the conditions for their involvement include a formal invitation from a "new, credible, independent" Palestinian Authority (PA) prime minister, a "serious reform process" within the PA, an "explicit commitment to the two-state solution" from Israel, and a "clear leadership role by the US."

The UAE has long advocated for reforms within the PA, which is seen as rife with corruption, and has called for changes in its leadership. Mohammed Mustafa became the PA's prime minister in March, succeeding Mohammed Shtayyeh, who resigned in February.

Israeli officials have publicly dismissed the idea of the West Bank-based PA having a role in postwar Gaza.

Reuters also reported, citing diplomats and Western officials, that UAE representatives had suggested using private military contractors as part of a peacekeeping force in Gaza. The UAE official who spoke to CNN did not comment on this suggestion.

The UAE normalized relations with Israel through the 2020 Abraham Accords and has maintained diplomatic ties throughout the ongoing Gaza conflict.
