Just days before U.S. President-elect Donald Trump is set to return to the White House, Russia and Iran finalized a long-anticipated “comprehensive partnership agreement.” This deal underscores a partnership forged through mutual strategic goals and shared opposition to the U.S.-led international order, even as the incoming administration hints at a new approach to Russia.
Strengthening Ties Amid Complex Histories
Russia and Iran, with a history marked by both collaboration and conflict, have drawn closer due to the war in Ukraine. Observers note that shared adversarial views of the United States have strengthened their alignment.
“That idea of having the United States not just as an adversary but as a strategic objective of all their foreign policy has brought them together,” said Jon Alterman, director of the Middle East Center at the Center for Strategic and International Studies.
Russian President Vladimir Putin welcomed the agreement, describing the relationship as a growing “strategic partnership.” Iranian President Masoud Pezeshkian echoed this sentiment, emphasizing the strengthening ties between the two nations.

Putin’s 2022 visit to Tehran, during a critical juncture in the Ukraine conflict, marked a turning point. Following that visit, Russia secured access to Iranian-designed Shahed drones, now mass-produced domestically in Russia. These drones have played a central role in Russia’s strategy, targeting Ukrainian infrastructure and depleting air defenses.
Reports suggest that Moscow has also acquired Iranian ballistic missiles, further signaling an escalation in the conflict. However, this move has spurred Western allies to consider more advanced military aid to Ukraine, including long-range missiles.
